I can't be certain that this does not exist somewhere in the background of the game already, but in case it doesn't I thought I would put it up as a suggestion as I haven't seen it articulated in the forums from my search.
I believe it would enhance the game if each prisoner had their own personal plot/scheme.... Think Crusader Kings II for those who are familiar with that game. Each prisoner can have a base ambition based on a number of factors including sentence length, average mood, personal characteristics etc. Examples would be an ambition to Escape/Get parole/Earn money/Murder/Injure/Suicide/Be rehabilitated/Chaos/Sex/Revenge/Have sentence extended (Institutionalization)..... anything you can think of (and program)!
Within each of these ambitions are a number of more specific pre-programmed plots which will become available to the prisoner based on their personal characteristics and the rooms and technology available in the prison. So for example a strong violent prisoner with an escape ambition may get "Plot A" which requires them to steal weapons so they can fight their way out, while an intellectual type would get "Plot B" to create a tunnel or "Plot C"sneak out in a laundry cart without being noticed. Each plot would have its own prerequisites before the prisoner could act on the plot which may take between moments and years to satisfy.
While this seems fairly basic I believe it would open up the opportunity for more complex actions by the prisoners, especially in terms of escapes. If a system of pathing could be worked out then prisoners could engage in multi-part escape attempts. For example they could hide in the laundry basket to get to the laundry ,dig out to the main area, cut through wires, use a pre-made grappling hook to get over the perimeter wall to freedom! The plot for that prisoner would note the obstacles in the way of the prisoner's escape and give them a list of materials and requirements needed before they actually try to make the attempt. It could even involve prerequisites such as accomplices who are willing to create distractions, hide their materials, accept bribes, and otherwise help facilitate the escape. . The slow gathering and clever hiding of materials could give the illusion of pre-meditated planning on the part of the prisoner in a Shawshank style way...which would be AMAZING!!!
It would be my opinion that the specific plots of each prisoner should be invisible to the player unless someone informs on them. Maybe the general ambition could be uncovered by a psychologist and a few sessions with the prisoner, but even that might be too much information if it is always accurate.
Anyway, that is my idea in the pot. I will admit that I would not like to be the one to have to program it... but what is the world without the dreamers!

Some form of prisoner desires seems like a good idea, and I like the idea of more benign wishes such as behave, or earn money - which could reduce the likelihood of that prisoner rioting. Gangs have been requested often, and I seem to remember that one request involved even more complex plots to escape and/or kill guards/rival gangs - so that is a possible way to implement the multi-stage escapes (which are another good idea).

iirc something like this is already implemented, but the consequences are not that noticeable yet. Some prisoners are more likely to steal, some are more violent etc.. You can guess which of them from the former convictions or look inside the save file.

Altough I think the idea is incredible ambitious as described here, I'm happy that more and more people are bringing suggestions in the "break" part of the game. Which of course I consider an integral part of the game.
Maybe the multi-part-escape option is too dam complicated to get implemented, BUT the "prisoner-scheme-traits" it's a really nice idea.
