I can't seem to get a functioning deployment screen. None of the rooms appear to be recognised and I can't deploy guards anywhere on the map. I've had this problem on three prisons so far. The first was an Alpha 12 map that I loaded into 13. Thinking it was an issue with moving from one build to another I started a new prison. Again after building a few buildings I couldn't get deployment working.
I read up on it and saw mention of ensuring that there was a route from the top left of the map to the prison and as I had built a fence all the way around (with a gate, not completely sealed) I thought maybe this was messing with it. I started a new prison and forgot the fence instead opting for a completely internal prison apart from the Yard. There is a route from the top left to all rooms and yet I still can't get a deployment screen. I've reloaded the prison over and over, but it just doesn't seem to work. Since saving and reloading I've also found all my workmen have suddenly frozen, though office staff are still moving.
It's a real game breaker so if anyone has come up with a solution I'd love to know.

Patrols are different now. When you set a patrol, click the patrol route to assign a guard to it. Deploying a guard to a specific sector will just have him roam around.

Please note its still bugged though, once you set a patrol route you need to re-assign a guard to it EVERY load.
Goto deployment
Click Patrol and set a path
Then click on the patrol path = Patrols!
Do NOT assign a guard via Guards do it though Patrols.

I appear to have fixed it for my own prison but I'm not sure which of the actions did it. I've included an image that highlights where I'm talking about.
What I did....
1) Bulldozed the corridor that had no destination to make it flush with the southern most storage room.
2) Made my entrance into a single large gate rather than two jail doors separated by a brick wall block.
3) Bulldozed the small pieces of wall that had somehow been built. As I didn't actively build these myself I don't know if they were walls or single rows of foundation which I've seen elsewhere can cause deployment issues.
It's my guess that number 3 is the most likely solution as it seems odd that having two entrances would cause deployment problems (2) and that the game is concerned about the neatness of corridors (1)

This deployment bug existed all the way back in Alpha 7, that was one of my first posts. At the time, it was caused by either having no route from the center of your prison to the outside of your prison, (having a fence with no breaks), OR by having five walls making a cross at the exact center of your map.
I'm not sure what changed, but I can assure you 90% that something about your design is causing it. You'll just have to play around, tear down walls, build new ones, etc.
