Punishment Suggestions
It should be possible to give auxiliary/additional punishments to my prisoners.
And there should be punishments for digging a hole. That's prison property you're digging up!
I would also like punishments that would cause my prisoner to go into a cycle of criminality (makes prisoner unhappy, causing him to riot):
-Restrict visiting hours (prisoner does not get to meet family for several days)
-Bread and water (probably inhumane, but this is Prison Architect)
-Electric shock therapy (a la One flew over the cuckoos nest)
And last but not least:
-Death penalty ( )

If a prisoner gets caught digging a tunnel, his rap sheet will say 'Escape Attempt', so in the policy tab, whatever you set for escape attempt goes the digging tunnels..

Prisons don't assign the death penalty to prisons, that's the courts' job. Though, if a water pipe happens to burst when the prisoner is operating electrical equipment...

True but if you find a hole in a prisoners cell hes not punished for it unless he's digging at the time.

I agree there should be some sort of fun but, this can come as an addon or unlock in the game i feel.
You play the game properly and if you reach a requirement it unlocks something for example:
Achievement unlocked!
Open cells!
Now that you have unlocked open cell designs you can make a hell hole where prisons are the ability NOT to build doors on cells or holding cells, but watch out this could lead to more trouble than its worth as prisoners feel unsafe and graba nything they can find to beat each other after a while not even guards will go and sort out problems!
(Guards may quit requiring you to buy more guards at an added expense, your prison becomes dangerous where more deaths occur prison bodies build up and not even the rit guards are ale to help you... can you keep them within the prison confines?)
Of cause this is late game when more features are added and tower and maybe the odd sniper

Human rights can't be a concern in video game design. I think players should be given the ability to do whatever they want with the prisoners, maybe with some in-game mechanics (i.e. Human Rights Inspector) added to make that style a bit more challenging.

This is correct, and I was surprised to see this. I had a tunnel discovered when the prisoner was not in the tunnel actively digging. Nothing happened to the prisoner. In fact, due to this bug, the prisoner was able to stay in this same cell. If I hadn't noticed the tunnel, I suppose he could have started where he left off.
What did work well is this prisoner was caught with a tool elsewhere in the prison. Through the new policy system I had it set to search a prisoner's cell when caught with tools. Led to my first tunnel discovery. Very cool.
I think I'll report the first part. Seems silly that the prisoner not be charged with an escape attempt when their cell had a tunnel. But then again, what happens when a tunnel was started by one prisoner and they are switched to another cell? While this doesn't happen very often, it may be a bit much to come down hard on that prisoner. Then again, life isn't fair sometimes. Any thoughts on this?
