Prison Bugs
Since the Alpha 13 update my prison hasn't been functioning properly, as of the update I cannot control how many prisoners work where. Even when I remove the zone the prisoner markers are still there, stationed guards also don't move (probably because the patrols was unresearched because of the update for some reason), prisoners also will not eat, work, or do much. I built the prison in Alpha 9 and have continued to use it through the updates, I only had trouble today when I tried to play the new update in the same prison. Here's a screenshot:

Looks to me like you're missing walls.. lol
Pakts suggestion is probably the way to go.. my prisons are still all functional but I haven't used any strange designs.

Just wanted to say I'm experiencing the same problem, deployment screen messed up as well.
During work hours, prisoners assigned to a working space just stand there, while others can move freely. As soon as I cleared my regime, all prisoners started to move again, but the guards are still stuck.
Tried loading the prison again in a12, everything worked fine expect my 100k periferal wall was gone
In a13, the deployment issue seems to affect ability to search cell blocks as well. Nothing happens, I guess because there is no block defined. Single cell search does work somehow.
I tried laying out a new building to see if it would be ok in the deployment screen, no dice.
If anyone has any idea about how to fix the f'ed up deployment and zones definitions, please enlighten me.
EDIT: oh and starting from scratch resolves the issue, I tried, but it would be a real pain having to rebuild this prison.

Your prison needs to have a direct connection (eg not blocked by walls or fences) from the top left corner of the map to its very center.
This also means that you need to make sure that there's no 4-way-intersection of walls at the very center (like in my screenshot in the topic I linked) because those make the center square inaccessible.

@Safil I waited about five minutes after everything loaded and the problem persists. Also there is a route from the very top left to the center, when I saved the game before the Alpha everything was fine. When I loaded the Alpha 13 thats when everything messed up. There was no difference in the prisons internal structure between the two updates.
