Daily intake of max security prisoners. That should keep you busy :)

@OP

make a new one with a completely different design

make a 'hell hole' prison

make a 'luxury prison'

make a prison without cells, i.e. only using holding cells

the list goes on...

this game is an alpha!

so don't expect any goals soon
the game is planned to have a story mode when it's done+

so please remember this:

phase of software development: concept -> alpha -> beta -> final

I think the plan for the full version of the game is to have a campaign mode to play through, similar to what is available in the "Tycoon" type games, or "Theme Hospital," etc. But my personal opinion, the game is fine with or without these. SimCity games don't have these goals or campaigns. Some versions of the game did have scenarios, but these are left mostly unplayed by a lot of SimCity players. Yet this games provides endless fun for its players.

Plus, hopefully the Grant system becomes far more fleshed out, and that can provide you some in-game direction and some varying play-paths.

In that case, I'm fond of making functional prisons and when they are up and running, slowly altering things like regime (lowering free time and sleep, while increasing work hours), food quality (cheaper, fewer) and prisoner type (slowly importing high risk prisoners when the low risk ones are released) to see how despotic I can I make the place before it tears itself apart while still turning a profit ^^ It's doomed to fail, so it makes a fun challenge to see how long I pull off being a total jerk-ass to my prisoners. :P

Try building a prison with no workshops. Survive on only the initial grants and daily stipends for income (VERY slow expansion).

Try to max out income from workshops. Is it better to make happy prisoners or beaten slaves to maximize profits?

Etc...

Simcity does have goals and now multiplayer competition.
