Fog of war is broke?

Hi, I don't know if it's just me who's got this problem but I always turn fog of war off but it's still having fog of war on in all my prisons? I would have posted this in the bug tracker but for some reason I can't log in at the moment.

yes, the fow option is broke in alpha 11. please use the search function next time:
