First, makes sure no workers are 'trapped' in any way. They could be in a room with no door, or they might be stuck in a wall. If you want to make sure of this, fire, then re-hire all your workers, if you have the funds to do so.

Pathfinding at the edges of the map is buggy at the moment, so its a good advise to have a bit more space there.

Beside of that, try to add a door right at the wall which is adjected to your new foundation.

If that doesn't help you could upload your savegame and I could check whats going on...

The Problem are the two workmen stuck on the edges (as i said, dont build so close to the edge)... When they are out of there, everything should be fine. You may have to hack items on the edge out of the game within the save file...

First thing to try: right click on the items (which cancels the blocked job)
(this already worked for me when the workers were free)

Second thing:
- Open your .prison file in a text editor
- search for the items on the edge, the Pos.x should be smaller than 1
- change the Pos.x to something bigger than 1
- save the file and load your game again

i've ckecked your savegame a bit and have a few tips for you:

- Your Laundry is too far away from your cells
- Workshop is too far away
- Shower is too far away too
- Add TVs and Phones to your canteen, prisoners who don't need food can satisfy other needs
- your regime is way too inefficent, my prisoners have to stand up at 4am, 1h shower, 1h freetime, 1h food, 5h work, 1h food, 2h freetime, 4h work, 1h freetime, 1h shower, sleep until 4am, works fine (for me)

I like your cell block design. Nice big hallways.

A couple things: (some may be repeats from above)

-you need a holding cell
-you have a massive backlog for solitary confinement
-shower(s) and laundry should be built very close to cells
-workshop can be very very large
-common room should be close to cells, although it gets limited use currently
-storage should be very close to the kitchen
-a lot of your doors can simply be set to 'locked open' to save travel time
-offices can be tucked away in a corner
-metal detectors can be built side by side to cover wide hallways

You have 48 out of 80 prisoners shackled awaiting solitary, which explains why your prison is running fairly smoothly right now. You really only have 32 prisoners running around. You are going to have a challenge after you build some solitary cells and those prisoner slowly get unshackled. Your 3 hour shower time will become a blood bath. You need to build sufficient shower facilities within your cell block so you can reduce shower time to one hour. Put shower time right immediately after sleep so prisoners can immediately get undressed and head for the nearby shower. You only need to build something like 4 solitary cells. The backlog will come down slowly which will give you time to tweak your regime.

EDIT: It looks like you might be planning a massive solitary block. Four cells are enough.
