Multiple Workshops Not functioning - Is it intended?

On my last prison I had two workshops and two cleaning areas, but only one of reach received materials.

Both my workshops had a 20 prisioner capacity but only one of the workshops actually went to gather materials for the saw, the second workshop inmates would go the first one and get the sheet metal to the plates, instead of going to the deliveries area.

Is this intended?

I noticed that two or more separate workshops don't really operate independently. Instead, prisoners will simply fill them all up, and will take material from one room into another if it's faster than going out to the deliveries area.

Workshops were just recently added, so I'm sure there will be lots of tweaking and improvements to how they operate. Right now there are a lot of bugs and unintended behavior related to laundry and other jobs.
