Suggestion: Grant for Workshop
Perhaps a grant for a workshop? 15,000 up front and 5,000 for completing (for metal) a workshop with 3 saws and 3 presses, or something like that. It would only be unlocked after prison labour and deployment was unlocked. I'm pretty happy with the new finance system, but workshops are the best way to make money, so I think there should be an easy way to get one started.

That's a bit generous, £20,000 to make a wee workshop? All you need to get started is a medium-sized room and £2000 total for the two required machines. Maybe a £5000 grant to get it up and running with the bare minimum, but I wouldn't add a reward for completing it.
A grant of the size suggested is just a license to print money, kind of takes the challenge away don't you think?

Was going to add this myself actually, it's perfectly possible to get a workshop out of leftover cash from the existing grants.
