Suggestion: Multiple Floors
Most buildings have multiple floors so why not be able to build multiple floors for the prison?

But it was already mentioned as it was suggested multiple times and turned down.

The game atm isnt very good at utilizing space. everything just seems to take up to much, and their isnt enough wall stuff and double height stuff to better use it.
It would definitely add to the "making it harder to keep track of your prisoners". But then the guys in cells higher than ground floor, needs more ways to break out. or they should be able to tunnel in walls or floor.

they need rethink i believe because if prison grows (small map gets full of buildings) but no way to upgrade prison to larger one

Z levels would just make the game rather annoying as that isn't how it's designed. I think a good compromise would be the ability to buy land from the government to extend with land costing a bit more each time you buy new sections. That way you're still able to expand but you won't be able to cover the US with it due to costs and you'll still be presented with the challenges that come with expansion.
