Garbage/Delivery Bug

Been playing around with PA - so, you'll see in the screenshot: my workmen are taking my garbage (or rubbish as I want to call it :P) to the delivery point,
and then they are taking it back to the garbage point.

Even though I've made sure both areas touch the street. Is this normal/known?

Normal? No.
Known? Yep, it's been around since the first Alpha.
Workaround: Don't place the garbage area north/above the deliveries area.
