In the save files the affected prisoners will have a "Locked True" attribute. Simply removing the line or setting it to false instantly fixes them when you load the save. All I can think is that the trigger for unlocking the prison mysteriously doesn't occur - presumably the fact they are locked is to disable their AI so they don't wander off whilst their bein escorted or chained to their beds.

It would be nice to get some info on a few things:

i have thre line in the prisoners config:

"Shackled true" what does that mean?
"Loaded true" since not everybody has it it cant be that they are loaded.
"SubType 3" it seems to be 1,2 or 3? different models of the prisoners?

Yes, just change shackled to false or delete the line entirely.

Where are the PA save files? I have quite a few prisoners stuck in my holding cells that could use a fixing and I can upload it for the team too.

Well, every single bugged prisoner I've ever had has been fixed by finding and removing "Locked True" attributes, so it is possible that there are other circumstances that lead to similar behaviour but have different underlying causes to the bug that I get. Also, the Locked True bug that I get also happens to guards, not just prisoners.
