Well, first time on a forum: My suggestion!
Having 'Job/Work Only' as a deployment option, this means that an area (e.g. a kitchen or workshop) would be out of bounds for all prisoners unless they are working there.
Had this idea from my own prison due to prisoners leaving the canteen via the kitchen
Hopefully this would make prisons run a bit smoother!
