[bug]More pathing problems? + prisoners respawning in truck

Pathing issues galore.

Building had totally ceased due to cannot reach item complaints (that fixes itself on reload) previously had all workmen sitting at storage or deliveries (doing nothing).
Prisoners truck had been sitting in the queue all day, as previous ones weren't getting unloaded or despawning.
When taken to their cells out of the waiting truck they immediately vanish and re-spawn there. (this still happens on loading the file, but only the once as traffic starts moving again)
Guards were waiting back at the cells they dragged them to initially and had to be ordered to location to try and bring them in(again), which got the beaten up (the prisoners in the truck were now flagged as escaping).
