[Bug] Loading Save Game Resets Incoming Prisoner Count

When playing normally, on days 2 and 3 you receive 8 prisoners. After that, the number of prisoners appears to be random. However, upon loading the saved game, it resets to 8 (from whatever it was before), and the next two days will always be 8 prisoners.

To reproduce:

Start a game, build a prison
Run the game for a couple of days, until the "Prisoner Arrival" number shows non-8
Save the game
Load the game
"Prisoner Arrival" shows 8 (and will the next day, too!)
