I believe they've talked about it, and how they attempted it in earlier builds, but it isn't working just yet.

For every prisoner they also save gangid.
Further are the gangs listed somewhere in the save.

They'll be implemented definitively.

I've read something (can't remember where so don't ask) saying they have tried implementing gangs in several different ways and none of them have quite worked. Seems like something they want for sure.
