[Bug] - Able to build foundations on the road

Hey guys,

related to http://forums.introversion.co.uk/prison ... .php?t=292, I realized that it was possible to build foundations on top of the road on the left and the trucks were actually going through the area pending to be constructed. My feeling is that it should be forbidden to build on top of this.

Just noticed this myself. I built a complete office, and surrounded it with a concrete wall. Trucks went right through everything with no ill effects.
