Building reluctance

When i order a long pipe (for example) to be built, it sometimes doesn't get built for several reasons and I then have to cancel it and reorder it before they take action.

A few of the initial reasons seem odd.

1. "not enough materials" - but doesnt it order them and they arrive so... either way it seems they often then won't go collection and use the materials until I cancel the order and re place what I want them to do.

2. "too dangerous" - seems random as sometimes they'll build while near prisoners, other times they wont. am i missing something?

I have the same problem with 1 in that it's random whether they'll build it first time or not.

2 is usually because the nearby prisoner is armed, or has already been in a fight.

I've found a few causes for the "not enough materials" thing...

- All of your builders are busy doing something else.
- The builder that was selected for the job can't actually reach your storage room.
- Sometimes 'll use up your existing supply and wait for a supply truck to deliver the rest.
In prison, you get your own toilet. At work, you have to share.

I have seen this (too) many times. A real problem which slows construction a lot.

Im finding "No Route" to be a common one as well, as soon as I cancel and reorder the building/repair/whatever, everything will be tickety-boo.
