[Bug] Staff-only office doors don't work as indicated

My power station died, and I noticed that prisoners now had the run of the facility, including exterior staff-only doors. I can see how that could be a gameplay decision, but in real life these doors are going to fail closed (locked)...

EDIT: After more testing, it looks like regular wooden doors that are marked "staff only" will open to prisoners, whereas jail type doors will not. I haven't determined whether specific circumstances are required to reproduce, but it's not related to the power station.

EDIT2: office-style (not jail) doors open to prisoners only, even when set to staff-only. Confirmed by locking prisoners inside of a brickwall area with various door types and no staff around. Changing subject line.
