Cell Block A: "Increase Capacity": by how much?

I built a cell block with, I think, 10 beds anf got it functioning. Not huge, I admit, but how many would I have had to build to satisfy the terms of this contract and get the payment?

However once it gets added to the TODO list the number will sometimes display as an odd 4 digit (percentage) value that is impossible to read. So the confusion is understandable.
