How to recreate the problem:

- Have some objects (example: Jail Doors) in your storage
- Dont have money (example: -100$)
- Try to build one of the objects you have in your storage (and would not pay for)

I've seen a variant of this bug where items not on a storage/delivery tile sometimes doesn't get counted for purposes of whether having to order a new item when placing or not.

Especially jail doors seem to have trouble being counted once dismantled.
