Security offices and Riot Guards

I've been having some trouble in making the security offices work, and for the life of me I can't find the riot officers after I unlock them. I understand that patrols are currently not working, is this the same for the rest of the security features?

Looks like this is the case! I haven't been able to access riot guards either and security offices don't do anything.
