[BUG] Generator tutorial bug

Hi,

After the power blackout in the tutorial when testing the electric chair, the tutorial requires you to turn on the capacitors and generator.
I accidentally destroyed the generator, I rebuilt it but the tutorial doesn't recognise power returning to the prison meaning that the tutorial can not progress.

Experienced this bug myself, but as a side effect of the 'workers moving stuff around' bug. I ended up having to destroy the generator to place a new one in the right place again.
