[Bug] Long Todo list interferecs with building menu tooltips

Steps to reproduce:
- Accept all 4 grants at the start of the game, creating a long Todo list

Result:
- When opening one of the build menus (eg Materials), hovering over an item in the menu will result in the tooltip's source alternating rythmically between the building item and the concealed Todo list item

I posted that earlier here, but it got lost among the other posts.

Though not a big problem it does peeve me as well.

(EDIT: It seems that a forum search for 'tooltip' and 'tooltips' yield different results).
