[Bug] Foundations placed at map edge cannot be built

Steps to reproduce:
- Place foundation with at least one side adjacent to the map border

Result:
- Workers will lay all the foundation except for the tiles along the map edge. The job "Construct BuildingFrame" will continually fail

I've had some success in building close to the edge of the map but there's always three or four blocks that will never ever build.

I build at least 4 spaces away from the edge of the map now and have had no further problems.
