[BUG] Prisoners use holding cell to nap during free time

Just noticed this one.

Issue:
During an unallocated block of time, I had a handful of prisoners sitting in their cells, complaining about being tired. I wondered why they weren't napping.

When free time came around, all these prisoners ran out of their cells, into my holding cell, and started sleeping in their beds there.

Expected:
- Prisoners should be able to nap in their cells during unallocated time
- If they want to sleep during free time, and have a cell, they sleep there instead of a holding cell

Only one prisoner in this prison does not have their own cell. I'm not sure if he's one of the 8 in these beds, but I don't think he is.

Reversely, cell beds don't belong in Holding Rooms (ideally in a bug free game). :)

During free time it appears that inmates do what is most necessary, so if they are more tired than bored they will sleep.

If you don't have a bed or two in the holding cell, they're going to get pissed off quickly. I can't build cell blocks faster than prisoners show up, especially since there doesn't seem to be and end to the prisoner queue.

From further gameplay, it seems like my prisoners just flat out prefer doing everything in a holding cell rather than their own cells.

To stop things from getting out of hand when I can't keep up with cell construction, I make my holding rooms big, bright, and well-appointed: TVs, payphones, lots of toilets and lots of beds.

As a result, when given the chance my prisoners prefer to do everything in the holding cell rather than their own cells or the common room.

Maybe the solution is to make it so prisoners with their own cells aren't allowed in the holding cell?

Can you isolate the holding cell from the other prisoners with a staff-only door or something?

Obviously having no experience of prisons I'd like to know what actually happens, but that "Nothing" time means, to me, the time the prisoner is meant to be in their cell, awake, thinking about what they did.

Yes - if you set a door to "staff only" inmates are only going to get past it by being escorted by a guard for some reason. "breaking and entering" aside - inmates will often try to sneak through these doors to reach kitchens and such if they really want what's behind it.
