Of note in the screenshot:
There is a cell. It's a genuinely legitimate cell.
Forming a perimeter around the cell is an office. It is not a 5 by 4 area, just the perimeter of one.
The Psychologist doesn't need an office. He is in his office; the office is clearly marked "Psychologist's Office".
Just to the side is a L-shaped workshop that is clearly wrong (if you strain your eyes a little). The game doesn't think so.
Just below that is a 4 by 4 workshop that shows the expected result: A big red triangle telling you it's wrong.
