Predicted by Uplink?

I've been buying Introversion games since Uplink, and I think I've pretty much triple or even quadruple dipped on most of the titles in various ways to support them.

However, something in the original announcement for PA that really confused me was the following quote:

Our last original game launch was technically DEFCON in 2006. Fascinatingly, Prison Architect is also the first Introversion game not to be directly predicted by Uplink.

Can anybody with a lot more knowledge of Introversion-Lore than me explain what this means?

Uplink has references to the other two Introversion games, but not PA.

- Darwin Research is a company in Uplink, which is the basis for the Darwinia "experiment" which created all the Darwinians.
- DEFCON is based on Wargames, which is playable on the Steve Jackson Games server.

In both cases, the game ideas were known during the development of Uplink, and references were inserted to reflect this.
