[Bug] Possible to build on road.

You can build on the road. Maybe you should only be able to build on and move objects to or from in a specified area, ala The Sims or Roller Coaster Tycoon. Being able to purchase rights to build on land when you're running low on space might make for an interesting mechanic.

Steps to reproduce:
1) Build on the road.

Expected:
To not be allowed to.

Result:
Messed up road.

Notes:
Vehicles don't seem to care. They just phase right though everything.
