Essentially you could have gang leaders who "radiate" gang attraction and if a prisoner is exposed to them for too much time it would based on resistance factors eventually "corrupt" them to a gang status.
This would allow a very emergent game play system of "infection" within the prison boundaries, similar to other Zombie outbreak games.
And of course gang members are more likely to try and attack one another so the player needs to ensure that no one single gang has total or near domination, or perhaps that's exactly what you want to keep violence down?
