Prison Maximum Capacity

I've built several prisons already, of various sizes, but I'm having trouble getting my "capacity" to increase.

New holding cells complete with benches, toilets, and beds don't seem to get used. My prisoners are dropped off out front and mill around aimlessly from then on.

My clipboard says "Prisoners: 7 (Max 0)" on one save game and "Prisoners 22 (Max 1)" on another.

You need to make actual cells. A holding cell is just a temporary spot.
