Stuck prisoners after arrival

I realised that I'd got a new load of prisoners but they didn't all seem to be in the prison - after searching I found these guys at the top of the map hanging out in handcuffs, and I can't get the wardens to escort them into the prison.

Try selecting them then right-clicking an empty cell.

Nope, I get a 'No Route' block when I try it, looks like they've maybe fallen out of the pathing system or something?

This guy has a similar problem, he can be escorted around but he never does anything on his own, just sits there while his needs increase:
