[Bug] Objective list tooltip overrides object menu tooltip

When a menu item overlaps with an item on the ToDo list, mousing over the object shows the objective tooltip instead of the object tooltip. In the picture below, the cursor (not shown because of the screenshot feature) is over the bed icon. You can also see that the ToDo list item highlighed as well.
