New prisoners stand around until interacted with

There's no reason to deal with new prisoners at the moment, as they simply stand in the delivery area with hardly a care in the world. I've discovered I can simply do as I please and leave them there, as long as I can prevent guards from escorting them into cells.

In a prison that has no guards, such as mine, for example, this means I can control the prison population as effortlessly as I can pass the time.

The CEO should be happy, however. I'm saving him a ton of money, and the government doesn't seem to mind...we're raking in the dough with no repercussions for my gross mismanagement! When do the state inspectors arrive?
