Guards won't escort prisoners

Just got Prison Architect for the Switch. I went through the prison stories and everything appears to be fine, until I got to the last one, where you build a prison ground up. I can build everything fine, but the guards won't escort prisoners. The prisoners just sit in their cells with handcuffs and die. There are plenty of guards, but they ignore the prisoners. I tried architect mode in a very basic scenario by just creating a couple new buildings: one with a couple of cells, power, water, a kitchen and a canteen. When the building with the cells in it has a jail door, the cell says it is invalid because the prisoners can't get to the canteen. When I remove the door, the cell says it is fine. Put the door back and the cell says the prisoners can't get to the canteen again, even when the guards go through the jail door with no problem. I started a new prison again and the same exact issue is present. This only happens on blank prisons; any scenario with pre-built buildings is OK. Any thoughts on what I'm doing wrong? I do know about Security Zones; this isn't that; I hadn't even researched it yet in these scenarios.

You need at least a fence as a perimeter around your prison. Otherwise, your jail isn't considered secure and inmates will remain cuffed.

Thank you so much! Working as expected now that I have a fence around the facility. That was driving me nuts.
