Prison Architect needs more support for Gulag-style prisons.

There used to be mods that made courses super easy so that prisoners could still work even if armed guards were ready to shoot them, but now it's impossible for prisoners to do anything other than cleaning. Prison architect does a lot for reforming prisons, but there's little available for cruel prisons. There should be a tech under the attorney that makes getting a job mandatory, or the values for courses, such as whether or not they're mandatory, should actually be editable.

Nice prisons are nice and all, but sometimes I wanna be not nice.
