The multiple floors function in P.A. not is will implemented for a engine limit or for a choice of developers because it would make gameplay worse?
Both. They decided not to do it because they didn't want to overcomplicate the UI and the gameplay AND because they'd have to massively rewrite the pathfinding algorithm (which is already the biggest bottleneck of the game).
therefore even without technical limitation it would not have been implemented...
