Xb1 can't execute prisoners

Can't execute death row inmates. State approved. When I click execution proceedings I hear a normal click sound and nothing happens. Very odd. Does the same thing for all of my death row inmates. I've turned game off and reset console. Haven't seen this issue anywhere else on the forums. Not receiving any error message or anything. I click and just nothing happens.
