You add yourself in the local files. Otherwise if you're asking how to do it to be distributed to everyone, mods.

The DLC is still being sold and you can still add your name the same way you always could, which you can easily find out by browsing this forum.

The only thing that has changed is that they no longer release monthly updates of the game, so everyone got a little button in their names in the game list to update said list with the newest entries.
