Crash at start (steam)

Hi,

I want to play PA again (I played it at the same machine without re-installation or hardware change) But now the game crashes immediately after start.

Here is the debug file it and it looks like that the SteamAPI cannot start. DOnt know why other games works without problems.
Tried to re-install it (also at another location) and tried it also in safe mode and with steam in offline mode nothing worked.

My PC is:

Windows 10 (up to date)
32 GB RAM
Geforce 970 (drv version 382.05)
Intel i5 6600k

Would be great if someone could help me.
Found also some other threads in this forum about, but I found no solution.
