No Hot Water pipes, boiler, radiator in latest patch???

I am new to PA. But have watched many hours of gameplay so I know my way around the game for the most part. I downloaded the most recent update (12) and installed my game. But I have no hot water stuff at all in my game. No boiler, no radiators, no hot water pipes. What am I missing here!?!?

All hot water features have been made optional a couple of patches ago. You can activate them like this: Esc->Extras->Map Settings->Enable Weather.

Be aware though, once activated, you cannot deactivate them again on the current prison.
