Screen off centered

Hi, For a while now I have been trying to play the game but whenever it loads in im stuck in this weird fullscreen view with the screen offcentered. My monitor is 60hz and my disable display scaling is checked in the .exe properties. The left side off the screen is black and the cursor has a border at the middle off the screen
