HELP
Prisoners are shackled in their cells and will not come out of their cells Please help i tried everything

You do not have any walls around your prison so your prison isn't secure. If it is not secure so that prisoners can't run away they aren't allowed to go out of their cells. Go watch some youtube vids or twitch streams and learn how to build a functional prison. You can also check Prison Architect Wiki for more information about each aspect of the game and how it works. They also offer advice and tips for new players. Good luck.
