Name in the Game

Is the name in game queue infinitely backed up? I see here http://www.introversion.co.uk/prisonarchitect/developer/nameingame/listnameingame.html it is enormous, and has one of the same entries at the top as the last time I thought about buying this game + addon (2 space tabs instead of 4 space tabs guy).

Also it doesn't appear to be a list of "not going to add because of..." list, because here http://support.introversion.co.uk/customer/portal/articles/1007776-name-in-the-gameUSER%20REVIEWS it mentions that "If you can't find yourself, check the unauthorised list and you'll know that we haven't gotten around to you yet."
