hot water without weather?

Am I the only one that wants the hot water feature without the weather?

I'm just getting back into the game so I'm not ready to get into weather and gangs, etc but I did kind of like the hot water stuff. I just started a new prison and thinking about hot water I enabled weather. Now I've got things started and it starts raining and I realize all the other things that will be related. Being that I plan on large parts of my prison being outside I'm not sure I want weather yet.

Is there any way to tweak the save file to stop weather but leave hot water items?
