Shop problem (bug?)

Hello, i would like some help regarding the shop. Whenever i place the shop in my prison, even with more shop fronts, the buying prisoners always line up only at one, which causes logistic issues (prisoners not working, because they're trying to buy something for all that time, mini riots at shop front, etc...). Dont know what to do, tried redoing the shop, changing numbers of workers and fronts, different layouts... nothing works. It's strange, because i never had this problem up until a month age or so.
