Reinstalling a already bought copy

I have a question, I have already bought the game twice for my last computer which is non fuctioning, so I got a new computer and I don't feel like buying the game a third time, is there any possibility to recover the game from an email address or a bank account to get a new download for this computer?
(I bought the game on the website before it had been launched on steam both times)

Any help would be very much appreciated.
