I decided to go back and view my original post, wondering what I said. I'm glad that many of my ideas were eventually implemented. Dormitories became a thing. Intake/Processing arrived in the form of Reception. Gangs and Classification happened. "Power of Persuasion" sort've happened in the form of armed guards and snipers adding suppression. I can't believe that an Institutional Count was never implemented though. That's the most significant moment of the day - hugely important. Seems like a count system would be simple to implement considering we've already got shakedowns in place. Use the same system, but instead of having the guards search, have them simply look at and "count" the prisoners as they walk by. For added realism, have all the prisoners stand by their bunks until count's cleared. Difficult to imagine a correctional facility which wouldn't constantly count their inmates to ensure that, you know, nobody's escaped. It's accountability, you know - a real basic and necessary thing.
Still no ability to specify housing units for specific types of prisoners. For instance, marking Cell Block A as the place for all the Blue Gang prisoners in order to keep them away from other gangs without individually reclassifying them to different levels. No race-relations yet either. No bars as walls nor transparency for windows - no ability for guards to see what's going on inside a place by looking through windows. I'm surprised too that Shotgun Escorts / Chain Gangs were never implemented. I would've guessed that'd be a real interesting thing for most players. Then again, the prisoners haven't even been given the ability to garden yet. They can work the jobs of janitors, but not gardeners. Seems strange, but maybe they've just not gotten around to that yet.
The game's come a long way though. I like the direction it's taken.
