CCTV Cameras Blocked by Beds and Toilets...

For some reason, when I was placing a CCTV camera in a cell,because it was a supermax cell and my guards couldn't see through the solitary door, the camera wouldn't rotate past the bed or toilet. It's really bugging me because I can't keep an eye on my prisoner. Is this a bug? If not, it should go past them.
