BUG - Holding Cells or Prisoner Cell allocation?

BUG - Holding Cells or Prisoner Cell allocation? All prisoners are being sent to Holding Cells rather than Dormitories. Farcical situation whereby whole prison population is in Holding Cells and Dormitories are empty overnight. Note: Prison design consists of Dormitories only, i.e. no Cells. I believe that this infatuation with the Holding Cells started after the latest release (this was with a prison design that was 70/30 Cells/Dormitories). If the Holding Cells are removed the prisoners just stay up all night wherever they happen to be in the prison at the end of the day. Not practical to relocate each prisoner to a Dormitory individually. Game is unplayable with this bug.
